Why is penalty removal included when I don't have a penalty?

Because a late Form 5472 arriving on its own is processed by an automated system that assesses $25,000. The reasonable cause statement has to be attached to the filing when it arrives. Adding it afterwards means arguing against a penalty that already exists, which is a much weaker position. This is the single most important thing about filing late, and it's why we don't sell the filing without it.
